"Always" is a rather interesting term here.  In fact, very few people 
post bug reports publicly for obvious reasons of politeness.

Yes, there is a very good reason: it is rude to post them publicly. Regardless 
of how good or bad a game is, it is embarrassing to authors to have their 
mistakes flaunted in public.  What I cannnot imagine is why anyone would
even want to post bug reports.

Jools, if you are reading this thread, maybe some comment about bug
reporting ettiquette should be added to the FAQ.
