Not on the IBM versions, at least.  They used a large number (I have no idea 
whether it was actually 256) in 320x200.  You may have been confused by the 
fact that the "VGA" version was 640*480*16.  The 320*200*256 version was the 
"MCGA" version, which gave better graphics, on the whole, but (inevitably) 
much clunkier text.
