Hm.  It's not guaranteed.  Consider:

1) People at freenets.
2) People who are working from a small, amateur BBS that uses a dialup 
   UUCP connection to fetch its newsgroups on a nightly basis.

These people are certainly way out there in the minority, more so than 
the people who can run Tads but not Inform.
